MANILA, Philippines—Ombudsman Ma. Merceditas Gutierrez has ordered the suspension for six months without pay of six Commission on Elections (Comelec) officials accused of involvement in the P700-million ballot secrecy folders scandal.
Placed under preventive suspension were Comelec Executive Director Jose M. Tolentino Jr.; Comelec bids and awards committee (BAC) chair Maria Lea R. Alarkon; and BAC members Allen Francis B. Abaya, Maria Norina T. Casingal, Martin B. Niedo and Antonio B. Santella.
Gutierrez said that the facts and circumstances of the case showed sufficient justification for the preventive suspension of the respondents.
Comelec Chair Jose Melo yesterday said the en banc has already issued a resolution to implement the order and suspension will take effect today.
He declined to comment on the Ombudsman’s order. “I don’t want to express one way or another. It’s the decision of the Ombudsman,” he said.
Of the seven en banc members, only Commissioner Nicodemo Ferrer declined to sign the resolution ordering the suspension of the six, he said.
Ferrer argued for the deferment of the suspension until the six have filed their appeal.
The case involves the award of the allegedly overpriced P700-million contract to the OTC Paper Supply to provide the Comelec with 1.8 million ballot secrecy folders (BSF) for the May 10 automated elections.
The Comelec en banc ordered an investigation of the contract after the commissioners said they had been misled by the price quoted for the folders, which was P380 each.
The names of Tolentino and the BAC members came up in the internal probe and the ensuing report by the investigating team headed by Comelec law department chief Ferdinand Rafanan.
Not patented
Rafanan’s report—which found, among other things, that the folders were not patented as the respondent officials had claimed, and that the specifications for the folders came from OTC Paper Supply—was submitted to the Ombudsman last June.
The Comelec refused to suspend the six officials, saying it was up to the Ombudsman to make the decision.
After its own investigation, the Ombudsman’s field investigation office (FIO) filed an administrative complaint against the six for violating the Code of Conduct and Ethical Standards for Public Officials and Employees; and dishonesty, gross neglect of duty, grave misconduct and conduct prejudicial to the best interest of the service.
It also filed a parallel criminal case against the same Comelec officials and two private individuals for violating the Anti-Graft Law.
The complaint alleged that Tolentino, as head of the specifications committee, “provided unwarranted benefits, advantage or preference to OTC Paper Supply by making prior arrangements and/or divulging valuable and confidential information to them.”
The FIO said this was “shown by OTC’S astonishing speed to produce a tailor-fitted, Comelec-approved, BSF design in just a matter of days.”
The Ombudsman investigation showed that on Feb. 9, 2010, the OTC submitted a proposal to the Comelec offering for sale their version of BSF to be used for the May 2010 elections. On Feb. 11, Tolentino presented to the Comelec en banc the OTC prototype for its consideration.
Barely six days later, Tolentino was able to present the second OTC prototype bearing all the modifications in accordance with the en banc’s concerns.
Melo said that Rafanan will take over as permanent chair of the BAC

DREAM
"To dream that you are driving a car, denotes your ambition, your drive and your ability to navigate fromone stage of your life to another. Consider how smooth or rough the car ride is. If you are driving the car, then you are taking an active role in the way your life is going. However, if you are the passenger, then you are taking a passive role. If you are in the backseat of the car, then it indicates that you are putting yourself down and are allowing others to take over. This may be a result of low self-esteem or low self-confidence. Overall, this dream symbol is an indication of your dependence and degree of control you have on your life."
-from http://www.dreammoods.com/dreamdictionary/c.htm
I had a dream, and it goes like, my husband is the one driving and I am on the backseat. According to this interpretation I got on the internet, I am taking a passive role here. But if it means low self esteem and low self confidence, i think i must do something about it.
It made me realize that sometimes or most of the time, I really have this low confidence in me. I dont trust myself. Fear of losing the battle. Fear of trying. Fear of doing something. Instead, I just let others to decide, let others take me and allow others to manipulate my life. More often, decisions isn't on me. I let others decide...

REFORMATTING
This site will be under construction for about a few days. I will be reformatting its layout for a better look. Few ads will be added and deleted as well.
I even thought of abandoning this, but I can't. This is my first ever loved mommy site where i am the main subject.
I have been into a lot of things lately and I am not making any excuses here. I know I've been lazy for almost two months now. A lot of things have happened that I wasn't able to share. Emily is back to school, Ashly got sick a few weeks ago because of diarrhea and got her admitted in the hospital for two days.
A week after Ashlys discharge from the hospital, Emily got a fever and cough and colds. I'm so stressed out for almost a month. And did I tell you that Nhil got sick after Emily? My time in the store was extended and even though I can still brin my laptop in the store, I can't write properly with all the distractions. I can't do blogging while selling in a variety store.
I also started an online business where I sell Prepaid load credits online. I started with a multiply site then having a hosted website for it. This is the one that goes out well. As a matter of fact, I have a giveaway ongoing on this website. So please do check it out coz you might win this cool prize of Php1000 worth of prepaid load of your choice.
I haven't blogged about our weekend getaway after Richard's wedding.
I also plan to blog about our day today in Antipolo Church.
Green articles is also part of my brainstorming of what else to blog about.
I will also put the category lists properly because I now intend to put food blogs on this website where I get to review some foods that I like and I don't like hehehe.
So, thats pretty much for now. A sneak peak on whats cooking here on Pinay Mom Journal.
And oh, have you seen my new super gorgeous profile pic on facebook? hahaha! I once tried to become a camwhore with this power dress I am wearing so... Heres a teaser for you...

RICHARD AND MALOU WEDDING
Richard Tuazon and Malou Agcopra's Big Day!
My husband Nhil and I with Emily and Ashly packed up and left Manila at about 7:00AM. Took a two-hour drive before we reached the Tagaytay proper where we first searched for the Wedding Church before we looked for some place where we can stay the night.
Emily is one of the flower girls and I am so proud that she walked perfectly down the isle. She behaved well and smiled at every camera pointed at her. My Emily is now getting bigger. Shes becomeing more beautiful each day. Even more fragile. Just wanna share this picture of her walking down the isle and striking a pose for a camera.
And here are the wedding couple together with Emily during the pictorial after the wedding rites.

ACTIVE LIFESTYLE
I enrolled in a gym nearby our house. I decided to get fit and be in shape and have a healthy body. I never liked my figure since I was a child. I was always conscious that someone might laugh at me if I don't look good and see the flabs on my tummy.
My first day is fun. The gym instructor assisted me and put me on a 20minute aerocycle. Quite hard but I managed to finish the 20min with my legs tired and my heartbeat is extremely fast.
He taught me the stretchy moves, introduced me on some equipments . Overall I enjoyed it. That afternoon, my muscles started to hurt.
